Here Are Nigerian States That ‘Haven’t Paid Workers in 2017’ | Mr Olumide's Blog Posted: 07 Jun 2017 01:14 AM PDT Civil servants in Abia, Oyo, Benue, Ondo, Kogi, and Ekiti states have not received salaries in 2017, a survey conducted by BudgIT, a civic tech organisation, has shown. An official statement released in Abuja by BudgIT Nigeria indicates that up to 20 states owe their workers including pensioners their entitlements ranging from one to 36 months. According to TheCable news, the survey by BudgITng, covered primary school teachers, secondary school teachers, local government workers, state independent workers, pensioners and state secretariat workers. A part of the statement read; "In particular, we discovered that many states have defaulted in the payments of pensions and gratuities. "From the survey carried out, we discovered that apart from the fact that 16 states which are yet to pay the pensions of former civil servants in their service, 8 of these states have not paid their pensioners at least 12 months' pensions… "Notably, these pensioners expressed how unhappy they are, their dissatisfaction with the government and how hard it has been for them to survive. "In addition to outstanding pensions, we note from our survey, that across all categories, states like Kogi, Abia, Benue, Oyo, Ekiti and Ondo have not paid their workers' salaries for this year 2017; owing at least 4 months' salary. However, the likes of Lagos and Rivers have been consistently impressive with their up to date and full payment of civil servants' remuneration." The faith leaders have refused to carry it out for jihadis Khuram Butt, Rachid Redouane and Youssef Zaghba – calling their actions "indefensible". According to the UK Sun, in a strongly-worded statement on the Muslim Council of Britain's website – the largest Muslim body in the UK – the faith leaders said the terrorists' actions were "completely at odds with the lofty teachings of Islam."
The chairman of East London Mosque and London Muslim Centre, Muhammad Habibur-Rahman, also spoke out to urge people to reject division and prejudice, and to report both extremism and Islamophobia.They said they will continue to work to counteract terrorists' "twisted narrative and their perversion" of the religion.

In what they called a 'Kaduna Declaration' ,they also asked Northerners in the South-East to leave the area, before October 1 . THE KADUNA DECLARATION BEING A JOINT POSITION PAPER ISSUED BY THE AREWA CITIZENS ACTION FOR CHANGE, AREWA YOUTH CONSULTATIVE FORUM, AREWA YOUTH DEVELOPMENT FOUNDATION, AREWA STUDENTS FORUM AND NORTHERN EMANCIPATION NETWORK ON THE IGBO PERSISTENCE FOR SECESSION June 06, 2017 PREAMBLE The persistence for the actualization of Biafra by the unruly Igbo of South-Eastern Nigeria has lately assumed another alarming twist which involved the forceful lockdown of activities and denial of other people's right to free movement in the South-East by the rebel Indigenous People of Biafra (IPOB) and its overt and covert sponsors. This latest action and similar confrontational conducts which amount to a brutal encroachment on the rights of those termed as non-indigenous people residing and doing lawful businesses in those areas illegally demarcated and defined as Biafra by the Igbo, are downright unacceptable and shall no longer be tolerated. OBSERVATIONS Concerned by this persistent Igbo threat to national integration, the above-namedPan-northern groups met with several others and reviewed the current position of the North and jointly came up with the following observations: 1. IGBO PROVOCATION a. The Igbo people of the South-East, without remorse for the carnage they wrought on the nation in the 1960s, are today boldly reliving those sinister intentions connoted by the Biafran agitation that led to the very first bloody insurrection in Nigeria's history. b. Emboldened by the apparent indifference of the Nigerian authorities, the Igbo secessionist tendency is widening in scope and action at every stage, with adverse effects on the law-abiding people of other regions residing in or passing through the East, while the Igbo leaders and elders by their utterances and direct action or inaction appear to support and encourage it. c. This is happening irrespective of the undisputable fact that: i. The cruel Igbos have done and are doing more damage to our collective nationhood than any other ethnic group; being responsible for the first violent interference with democracy in Nigeria resulting in a prolonged counter-productive chain of military dictatorship. ii. The Igbos similarly orchestrated the first, and so far, the only civil war in Nigeria that consumed millions of lives and sowed the seed of the current mutual suspicion and distrust. iii. The Igbos are also responsible for Nigeria's cultural and moral degeneracy with their notorious involvement in all kinds of crimes, including international networking for drug and human trafficking, violent robberies and kidnappings, high-profile prostitution and advanced financial fraud. iv. At the peak of the devastating Boko Haram violence in some parts of the North, available records show that the Igbo people have variously been apprehended while attempting to convey catches of dangerous arms and ammunition to the troubled regions. v. There are today sufficient reasons to suspect that some Igbos masquerade as Fulani herdsmen to commit violent atrocities across the country in order to cause and spread ethnic disaffection. vi. It is also on record that since the inception of the current democratic dispensation, the Igbos have shown and maintained open contempt and resentment for the collective decision expressed by majority of Nigerians at various stages via generally acceptable democratic processes. 2. DOCILE NORTHERN RESPONSE a. While these provocative acts of aggression persist and grow in dimension with each new move, leaders of the North whose people are at the receiving end of the threats, appear helplessly unperturbed. b. Rather than endorsing a concise framework for pre-emptive action to protect and safeguard the interest of the North and its people, leaders of the region at every stage tend to seek the cover of a flimsy and long-discarded excuse of having fought in the 60s to keep Nigeria united. c. Without pursuing a resolute action-plan, these northern leaders have adopted and have been dragging its people into a pitifully pacifist position in order tosustain an elusive national cohesion that has long been ridiculed by the Igbos. OUR STAND 1. From today, June 6, 2017, when this proclamation is signed, the North, a critical player in the Nigerian project, hereby declares that it will no longer be disposed to coexisting with the Igbos and shall take definite steps to end the partnership by pulling out of the current federal arrangement. 2. This conclusion is necessitated by the realization that it since ceased to be comfortable or safe to continue sharing the same country with the ungrateful, uncultured Igbos who have exhibited reckless disrespect for the other federating units and stained the integrity of the entire nation with their insatiable criminal obsessions. 3. Rather than certain sections holding the whole country to ransom at every stage, each should be allowed to go its own way as we categorically proclaim today that the North is fed up with being the same country with this pack of acrimonious Igbo partners. 4. The North hereby openly calls on the authorities and other national and international stakeholders to acknowledge this declaration by taking steps to facilitate the final dissolution of this hopeless union that has never been convenient to any of the parties. PRELUDE TO FINAL SEPARATION 1. RECOVERY AND CONTROL OF LANDED PROPERTY As a first step, since the Igbo have clearly abused the unreciprocated hospitality that gave them unrestricted access to, and ownership of landed properties all over the North, our first major move shall be to reclaim, assume and assert sole ownership and control of these landed resources currently owned, rented or in any way enjoyed by the ingrate Igbos in any part of Northern Nigeria. Consequently, officials of the signatory groups to this declaration, are already mandated to commence immediate inventory of all properties, spaces or activity in the north currently occupied by the Igbos for forfeiture at the expiration of the ultimatum contained in this declaration. In specific terms, the groups are directed to compile and forward an up-to-date data of all locations occupied by any Igbo in any part of Northern Nigeria including schools, markets, shops, workshops, residences and every other activity spaces. 2. RELOCATION NOTICE Secondly, with the effective date of this declaration, which is today, Tuesday, June 06, 2017, all Igbos currently residing in any part of Northern Nigeria are hereby served notice to relocate within three months and all northerners residing in the East are advised likewise. 3. ENFORCEMENT All northern civil society and pressure groups are by this declaration mandated to mobilize for sustained, coordinated campaigns at their respective State Government Houses, State Houses of Assembly, Local Government Council Secretariats, and Traditional Palaces to mount pressure for steps to be taken to ensure enforcement of the directives contained herein. CONCLUSION In conclusion, we are hereby placing the Nigerian authorities and the entire nation on notice that as from the 1st October 2017, we shall commence the implementation of visible actions to prove to the whole world that we are no longer part of any federal union that should do with the Igbos. From that date, effective, peaceful and safe mop-up of all the remnants of the stubborn Igbos that neglect to heed this quit notice shall commence to finally eject them from every part of the North. And finally, all authorities, individuals or groups are hereby advised against attempting to undermine this declaration by insisting on this union with the Igbos who have thus far proved to be an unnecessary baggage carried too far and for too long.

2.1 million Nigerians lost their jobs in 2016 –NBS | Mr Olumide's Blog Posted: 06 Jun 2017 10:24 PM PDT The National Bureau of Statistics has said that the number of Nigerians who became unemployed rose by 2.1 million to 11.55 million at the end of 2016 from 9.48 million at the beginning of the year. In its unemployment report, which was released on Monday night,the NBS report stated that the unemployment rate was highest for persons in the labour force between the ages of 15-24 and 25-34, which represents the youth population in Nigeria. It stated that the unemployment rate within the age bracket of 15 to 24 rose from 25 per cent to 25.2 per cent. For the 25 to 34 age group, the unemployment rate, according to the report increased from 15 per cent to 15.4 per cent. It noted that unemployment and underemployment were higher for women than men in the fourth quarter of 2016. The report stated,

World’s richest arms dealer Khashoggi dies aged 82 | Mr Olumide's Blog Posted: 06 Jun 2017 09:54 PM PDT Saudi arms dealer Adnan Khashoggi , a businessman once worth billions and renowned for his lavish lifestyle, has died at the age of 82, his family said. Hailed for his "elegance, strength and dignity" by loved ones, the tycoon, the uncle of Dodi Fayed, was said to have been undergoing treatment for Parkinson's Disease. He died in London on Tuesday, according to a family statement.
At the peak of his wealth in the 1970s, Mr Khashoggi was estimated to be worth £2.4 billion. But the Mirror has previously reported that, for almost two decades, he held the record for the most expensive divorce settlement in history. When his marriage to wife Soraya broke down, she sued for £1.5 billion. While she didn't get near that amount she still walked away with a cool £500 million. His wealth was built after years of forging deals across the globe with giants of the defence industry, including the Lockheed Corporation.

MEET SOME OF THE GHOST WORKERS WHO ALLEGEDLY STOLE BILLIONS FROM FG | Mr Olumide's Blog Posted: 06 Jun 2017 09:44 PM PDT The Economic and Financial Crimes Commission, EFCC, on Tuesday, June 6, 2017 arraigned the trio of Onukaogu Onyinyechi Esther, Ebenuwa Chinazo Jennifer and Onukaogu Joshua before Justice A. S. Adepoju of the FCT High court sitting in Wuse, Abuja, on a 13-count charge of conspiracy and obtaining by false pretence. Esther allegedly abused her office while being a staff of Soft Alliance, consultants to the office of the auditor general of the Federation on IPPIS between 2012 and 2013, to input her name and two of her siblings (Jennifer and Joshua) into the IPPIS database as staff of federal ministry of education and federal ministry of works respectively, for the purpose of receiving salaries from the federal government. Esther and her co-defendants were said to have drawn salaries as ghost workers from their 'respective ministries' for three years, to the tune of N9million before the law caught up with them. The offence breaches Section 1 (1) (a) and is punishable under Section 1 (3) of the Advance Fee Fraud and Other Fraud Related Offences Act, No. 14, 2006. Count six of the charge reads: "That you Onukaogu Onyinyechi Esther and Onukaogu Joshua between January 2014 and December 2014, at Abuja within the jurisdiction of this Honourable Court, with the intention to defraud, obtained the sum of N1,860,865.72 (One Million, Eight Hundred and Sixty Thousand, Eight Hundred and Sixty Five naira, Seventy Two Kobo, only), from the Federal government of Nigeria, under the false pretence that Onukaogu Joshua is a civil servant working in the Federal Ministry of Education, which pretence you knew to be false". The defendants pleaded not guilty to the charge In view of their pleas, counsel to EFCC, Elizabeth Alabi, urged the court to fix a date for trial and to remand the suspects in prison custody. But, the defence counsel, M. M. Hirse, informed the court that he had pending applications for the bail of the defendants. Responding, Alabi urged the court to refuse the application adding that, "they were once granted bail and they jumped it." However, Justice Adepoju opined that "the purpose of bail is to secure the attendance of the defendants in court. It is their constitutional right to be granted bail." The judge, therefore, granted each of the defendants bail in the sum of N5million with one surety each in like sum. The sureties must be civil servants not below salary grade level ten. The matter has been adjourned to September 21, 2017 for hearing. Meanwhile, the defendants are to be remanded in EFCC custody pending the perfection of their bail conditions.

Posted: 06 Jun 2017 09:34 PM PDT – The EFCC have being ordered to pay Senator Nyako for freezing his accounts without a court order – N12.5 million was imposed on the anti-graft agency as a fine for arresting and detaining the senator for three days – The court also ordered that the EFCC should tender a public apology to Nyako for freezing his bank accounts The Federal High Court, Abuja, has ordered the EFCC, to pay N12.5 million for infringing on the fundamental human rights of Abdulaziz Nyako within 30 days. On Tuesday, June 6, Justice Gabriel Kolawale, made the order and said the fine should be deposited with the Chief Registrar of the court. According to the News Agency Nigeria (NAN) the N12.5 million was imposed on the anti-graft agency for illegally arresting and detaining the senator for three days. And also for freezing all of Mr Nyako's bank accounts for over two years without a court order, or charging him to court. Justice Kolalwole said there was no cogent reason placed before the court to enable it use its discretion in favour of the anti-graft agency and stay the judgment. He disagreed with the argument of the EFCC that it would not be able to function if it paid the fine, adding that the argument was based on sentiments and not on law. "More than a year after the judgment was entered against EFCC, the compilation of records by the agency for transmission to the Court of Appeal has not been done and the period allowed by law has expired," he said. "The registrar shall open an interest yielding account in a reputable bank of his choice with the draft," Mr. Kolawale said. In the alternative, the court ordered the anti-graft agency to provide a bank guarantee of N12.5 million. He said that in the event that the EFCC failed to deposit the bank draft within 30 days, the respondents shall have the right to apply for garnishee order nisi. A garnishee order nisi is to allow Mr. Nyako withdraw directly from EFCC's account with the Central Bank of Nigeria. Earlier, the judge had berated the EFCC for claiming that the court issued a judicial fiat in respect to the judgment. "In this extant case, EFCC cannot be said to be a diligent party having just filed a notice of appeal in a judgment delivered almost a year ago. "The EFCC should wake up and realise that the law that established it is not a cosmetic law but designed to protect the Nigerian citizens from acts of recklessness in the name of performing statutory functions. "It is a political slogan that a security agency cannot be subjected to court orders when it goes out of its way to infringe on the fundamental rights of the citizens. "The act of arresting and detaining before investigation is unconstitutional and bizarre and must not be condoned by any law court. "Remanding suspects through magistrate court orders in matters where magistrate courts have no jurisdiction is not only tragic but unfortunate. "This trend must be stopped, the security agencies must realise that Nigeria is now being governed through a democratic process," the judge said. The court also ordered that the EFCC should tender a public apology to Nyako for freezing his bank accounts and unlawfully detaining him for days without obtaining a court order.

CHECK OUT WHAT HAPPENS INSIDE ABUJA CAMP OF FREED CHIBOK GIRLS | Mr Olumide's Blog Posted: 06 Jun 2017 09:24 PM PDT By Magnus Eze The 106 freed Chibok schoolgirls have continued to savour their freedom with testimonies, particularly as many of them had given up hope of coming out of Boko Haram captivity alive. As they worshiped last Sunday in their Abuja camp, the girls poured out their gratitude to God. Rhoda Peter and Luggwa Mutah intermittently burst out in praise in their local dialect. Freedom was secured for the first set of 24 girls last October, after painstaking negotiations with the insurgents, before another 82 were released a month ago. There was heavy outflow of emotions as the 82 recently freed girls joined the other 24 at the National Women Development Centre, Abuja, which the Federal Government designated as camp for them. Even though 24 schoolgirls commenced rehabilitation since January, Minister of Women Affairs and Social Development, Hajia Jummai Alhasan, said that all of them would be enrolled in schools across the country to continue their education in September this year. While taking over the girls from the director of the Department of State Securitys (DSS) medical clinic, Dr. Ann Okoroafor, the minister clarified that the girls were not under compulsion to remain within the care of government as any of them who wished to rejoin their parents were free to do so. She explained that they had been medically and psychologically certified fit for the rehabilitation programme that would last 90 days. Inside the camp The new abode of the freed girls, most of whom were in the lion's den for three years, could be said to have all the facilities one could require for normal life: school, sickbay, relaxation centre, fully functional common room/worship centre and, above all, water-tight security. Daily Sun gathered that the facility was recently renovated by the Federal Ministry of Women Affairs and Social Development with support of the United Nations Population Fund (UNFPA) and it had the blocks and extensions renamed after Hajia Aisha Buhari, Dolapo Osinbajo, Mama Taraba, Nana Kashim Shettima and others. In the camp, four girls were assigned a room with two bunk beds and wall fans. They also have a common room with six large-screen televisions showing cable channels. The common room also serves as worship place on Sundays when clerics would be allowed to come and conduct service for them, and 100 plastic chairs were provided for that. Regarding their education, it was also gathered that 20 teachers have been engaged and sorted into four classes to give the girls remedial preparation in five subjects, English Language, Mathematics, Biology, Agricultural Science and Civic Education. The minister, who reiterated the resolve of the federal government to give the girls the best care through the Presidential Rehabilitation and Re-integration Committee, headed by Acting President Yemi Osinbajo, expressed joy that the first batch of 24 were already picking up in English Language, as "the girls who couldn't speak good English can now speak." As part of their rehabilitation, the minister disclosed that each of the girls would receive compulsory training in information and communication technology as well as two other skills of their choice. During the handing over, Alhassan said, "Here we have 24 girls; remember that these were rescued last year. They are being joined today by 82 others, who have been certified fit to live on their own; they don't have any medical issues any more apart from the one that we need to put a limb for her. This place is their common room; it will accommodate the 106 of them. We have put these television sets and other things for their comfort. "We have more handlers for the girls now; more doctors, nurses and matrons. And the programme will end at the beginning of next academic year in September when we will enrol all of them back in school." One area that should be of utmost concern to everyone is the health of the freed girls, having lived with terrorists, who may have debased them sexually, with attendant sexually-transmitted infections and other diseases. In fact, while commending the management and staff of the DSS clinic for their intervention, Alhassan disclosed that the clinic was "shut down for 3 weeks for the girls," because of the myriad of medical cases anticipated, coupled with the need to give them full attention and security. However, the DSS medical director said there was no cause for alarm as any diseases identified have been treated while those with cases such the one amputee and another with injury in the hand would continue treatment at the clinic. Okoroafor confirmed that they were fit for the programme thus: "We have done the needful for them, profiled them and done all the investigations; whatever we found out during the investigation, we have treated them. Some of them require on-going medical treatment like you can see one of them has problem with her hand; one is an amputee and one or two others who have some medical issues that we are still treating them for. But I can say to you that they are all stable and comfortable for us to release them. They are stable not just medically but psychologically." ABUJA RESIDENTS DECRY ATTACKS BY CRIMINALS IN WUSE | Mr Olumide's Blog Posted: 06 Jun 2017 09:24 PM PDT Some residents of Ibrahim Abacha Estate Abuja on Sunday said a long-term solution is urgently needed to solve the increasing criminal activities being carried out on the Wuse Zone Four Bridge. The residents said the bridge located on Herbert Macaulay way had become a dangerous spot where crimes like theft, kidnapping and attacks on pedestrians who await public transport were being perpetrated. A resident of Ibrahim Abacha Estate, Mr. Kunle Ugwu, told the News Agency of Nigeria that he had been attacked on the bridge while going for an early morning jog. "I went for an early morning jog on May 28 and as I approached the second half of the bridge, I saw a man running towards me. "I stepped down onto the road so that he could pass but the man grabbed my earpiece and tried to reach for my phone. I kicked him in the stomach and ran back to my place while he ran into a garden leading to the bush under the bridge. I was very frightened by that event and decided to jog only within my estate, '' Ugwu said. Miss Jane Ambode, a civil servant, said she was attacked on the bridge by two men on Wednesday and had her possessions stolen. "I had closed quite late on Wednesday evening so I took a bus and stopped at the Niger Delta Power Holding Company junction hoping to take another vehicle to my destination in Wuse Zone Six. "While waiting, I noticed that taxi drivers were dropping their passengers away from the actual bus stop so I moved to that direction. "I suddenly had a man grab me from behind while another came in front of me and punched me continuously. For some reason, they kept dragging me further into the dark so I dropped myself to the floor and they began kicking so I handed them my purse and began running towards a crowd. "I noticed some men were coming to help but before they could get to me, my attackers had run into the bush. I was just glad that I wasn't seriously injured because I could have been stabbed or even worse, killed. A fence needs to be put up around this farmland to stop these attacks from happening,'' Ambode said. Mrs. Victory Johnson, a resident of the estate, said the level of crime on the bridge increased when the street lights stopped working. "It is sad that such activities are happening right outside my estate because it has created a bad reputation. There have been a few criminal activities around town of course but things got worse once the street lights stopped working and government has refused to do anything about it. "That area is very dangerous because of the large farmland that runs from under the bridge down to the central Mosque. That farmland harbours criminals patiently waiting for a target and with the lack of street lights, despite the fact that there are many cars passing by, the criminals are able to easily attack anyone, Johnson said. The Divisional Crime Officer of the Wuse Police Station, Vitalis Obianom, said, "We have received many reports on the attacks and criminal activities that take place on that bridge. "The bridge which runs from NDPHC to Sheraton junction has become a dangerous place, especially in the evening when it's dark. We have made several arrests in the past however more measures will be put in place to improve the region. Police found Lee Kaplan, 51, was found living with 12 women and girls who were all related in Pennsylvania last year.Six of them were the daughters of Amish couple Daniel and Savilla Stoltzfus. Prosecutors say the girls were "gifted" by the parents to Kaplan after he provided the family with financial help. Accordingto Daily Record, Kaplan repeatedly raped and sexually assaulted them and the oldest victim, aged 18, bore two of his children, also girls.
Eventually Daniel Stoltzfus also "gifted" his wife Savilla to Kaplan "in hopes of strengthening the Stoltzfus bloodlines." The Stoltzfus' were also arrested and admitted child endangerment. They confessed that they knew Kaplan was having sex with their 14-year-old daughter and even "researched the legality of the deal on the internet", police said. Kaplan denied 17 charges including child rape, sexual assault and indecent assault and was convicted by a jury on Tuesday. An alarm was raised after neighbour Jen Betz called police last year.She said the house seemed strange.

EX-CONVICT ARRESTED 2 DAYS AFTER RELEASE FROM 7-YR JAIL TERM | Mr Olumide's Blog Posted: 06 Jun 2017 09:04 PM PDT Mudiaga Affe, Calabar A 35-year-old ex-convict, Anietie Okon, was on Tuesday paraded alongside 24 others by the Cross River State Police Command for attempting to a steal car battery two days after he finished serving his seven years jail term. Okon said he had gone to steal the battery in order to raise money to buy items for cleansing as prescribed by a church prophet in Calabar. This came just as state command said it had recovered five AK47 rifles from an undisclosed grave at Goldie cemetery in Calabar. Commissioner of Police, Mr. Hafiz Inuwa, said Okon was arrested on May 21 at about 9.45am for breaking into a workshop with the intention of stealing valuable properties. He said that the victim would soon be charged to court as investigation and confession showed that he was culpable. Corroborating the commissioner's position, Okon said, "I had no money on me. I went to the church for deliverance but the prophet asked me to go and buy some materials for cleansing. I did not have any money, so, I went to a mechanic workshop to see if I could get money. "I sighted a battery and wanted to take it for sale but I was caught by security operatives. That was how I found myself in the police custody again. Please I beg for mercy, I will not do it again. I actually told the church that I had no money." Inuwa, who also paraded 24 suspects for various offences ranging from robbery, murder to illegal possession of firearms, among others, called on residents of the state to stay off crime as the police would continue to work hard to reduce illegal activities. Speaking on the recovered AK47 rifles, Inuwa said that other items recovered from the grave included 200 rounds of 7:62mm short ammunition and seven magazines. BIAFRA TV BOKO HARAM RADIO BROADCASTING ILLEGALLY SAYS, NBC | Mr Olumide's Blog Posted: 06 Jun 2017 09:04 PM PDT Success Nwogu, Ilorin The Director General, National Broadcasting Commission, Mr. Modibo Kawu, has said that a media station, Biafra Television, believed to be owned by the Indigenous People of Biafra, is currently transmitting news on the Nigeria airwaves. He said the development was already known to relevant security agencies, adding that currently the NBC and other relevant bodies had not been able to block it as the station transmitted via international transmission system. He spoke during an interactive session with journalists in Ilorin, the Kwara State capital, on Tuesday. The NBC DG also said Boko Haram insurgents had commenced radio transmission with their station located between Nigerian and Cameroonian borders. He, however, said security agencies were notified and the station had been stopped from transmission. He warned against subversive transmission, adding that such an unlawful act could threaten the corporate existence of Nigeria. Kawu reiterated the commitment of the NBC to ensuring that all TV and radio transmissions in the country complied with relevant NBC codes. He said, "Last week, I was in the office of the Inspector- General of Police and they had a TV screen and what was being broadcast was on Biafra Television; they were saying some of the most outlandish things, showing videos from the 1960s and abusing everyone. "Now, this is happening and they were asking us (NBC) and they would ask us because our duty is to monitor and regulate such but the television is coming from outside of Nigeria. "Our engineers have been making contacts with the international satellite organisation that does broadcast to Africa about the fact that you cannot allow subversive broadcast into Nigeria from other parts of the world. "The Biafra Television in the South-East, we have been tracking the station. The broadcast is coming from outside Nigeria. We have been asking questions from international satellite test systems where they are coming from. That is how it is for now. "Last June, Boko Haram was starting a new radio station, I think on 91.00 megahertz on the FM band from the border between Nigeria and the Republic of Cameroon and so it was our duty to inform security organisations what was happening so they could take it up and which they did eventually." He said the NBC was facing a major difficulty in trying to regulate what people broadcast, stressing that the stations felt that the more outlandish their claims were, the more popular they would become. He warned the owners of TV and radio stations to renew their licence fees, adding that licences were provisional and could be withdrawn at any moment. He said, "They owe us a lot of money, about N5bn. They are negotiating with us along with the Broadcasting Organisation of Nigeria and we have given them a three-month grace because our patience is not limitless. I SOLD MY NIECE TO RAISE MONEY TO TAKE CARE OF THE FAMILY | Mr Olumide's Blog Posted: 06 Jun 2017 09:04 PM PDT Ogbonnaya Ikokwu, Umuahia A 28-year-old man identified as Godspower Emeka, who is currently in police custody in Abia State, has confessed that he sold his niece for N150,000 to raise money for his extended family's upkeep. Emeke, a motorcyclist and father of three, said feeding his children and other members of his family had become burdensome to him and his father. He told Southern City News that he reasoned that it would not be a bad idea if he sold one of the children in their family to raise money to feed others. Emeka said, "I'm a (commercial) motorcyclist from Umuokroukwu Omoba. The little girl is my niece and my elder sister is her mother. It started when one of my friends told me that he knew one barren old woman who wanted to buy a child. "I then said since we are many, why can't l give out one of our children to raise money to take care of the family? I thought the idea would reduce the load of feeding in our family on my head because we are 11 in number. "I'm married with three children, while my sister has four children. But she is not aware that I wanted to sell her daughter. I'm begging everybody to forgive me; it was a temptation that came my way. I have not done this before". But Emeka's accomplice in the crime; one Kelvin Ogbuigwu, said he (Emeka) contacted him to get a buyer of the three year-old girl. He said, "Emeka told me that he has a sister, who is his father's bastard daughter. He said his father was late and they could longer take care of the girl. He asked me if I had contact of someone that would adopt the girl and I told him that I had a contact. "I contacted one Mr. Kekere in Omuma, Rivers State. Later, I took him to meet the man last week Sunday with the girl. Unfortunately, the woman, who was supposed to come and pick the girl at the sum of N150,000 couldn't come that day. Then in the night, the police operatives came and recovered the baby." It was gathered that trouble started last Saturday when Emeka's sister left her daughter in the care of one of her neighbours, Mrs. Oscar Angela, while travelling. Angela said Emeka came to her and claimed that his elder brother sent him to bring the girl to his house before she released her ( the girl) to him. Angela said, "The girl is my neighbor's child; when her mother was travelling on Saturday, last week, she left the girl under my care. "She said she would come back on Monday, I accepted and took the girl to my house. But as soon as she left, her younger brother (Emeka) came and asked me to hand over the little girl to him. "He claimed that their eldest brother sent him to bring the girl and I released the girl for him. But later that same day, they came back to my house to ask of the girl. I told them Emeka had taken the girl to his brother's house. "But they said it was not true and insisted that the girl was in my house. It was then that I started shouting and my other neighbours advised me to report the matter to the police. That was how I ran to Obehie Police Station to report the incident and they started the search for the girl immediately and rescued her at Omuma." The Abia State Commissioner of Police, Mr. Adeleye Oyebade, confirmed the arrest of the suspect and the rescue of the girl. GHOST WORKERS: EFCC FINALLY ARRAIGNS MAN WHO ADDED GHOST TO FG PAYROLL | Mr Olumide's Blog Posted: 06 Jun 2017 08:49 PM PDT Eniola Akinkuotu, Abuja The Economic and Financial Crimes Commission, on Tuesday, arraigned a federal civil servant, Esther Onukaogu, for allegedly manipulating the Integrated Personnel and Payroll Information System, one of the systems through which the Federal Government pays salaries. Esther allegedly added the names of two of her siblings, Ebenuwa Chinazo and Onukaogu Joshua, to IPPIS when she was working with a consulting firm. The PUNCH had exclusively reported on January 23, 2017, that as part of investigations into the N143bn 'ghost workers' scam, the EFCC had uncovered some infractions in IPPIS. The EFCC on Tuesday arraigned Esther and her siblings before Justice A. S. Adepoju of the FCT High court sitting in Wuse, Abuja, on 13 counts of conspiracy and obtaining money by false pretences. The commission said between 2012 and 2013, Esther input her name and two of her siblings (Jennifer and Joshua) into the IPPIS database as staff of Federal Ministry of Education and Federal Ministry of Works respectively, for the purpose of receiving salaries from the Federal Government. Esther and her co-defendants were said to have drawn salaries as 'ghost workers' from their 'respective ministries' for three years to the tune of N9m before the law caught up with them. The offence breaches Section 1 (1) (a) and is punishable under Section 1 (3) of the Advance Fee Fraud and Other Fraud Related Offences Act, No. 14, 2006. One of the charges read in part, "That you Onukaogu Onyinyechi Esther and Onukaogu Joshua between January 2014 and December 2014, at Abuja, within the jurisdiction of this honourable court, with the intention to defraud, obtained the sum of N1,860,865.72 from the Federal Government of Nigeria, under the false pretences that Onukaogu Joshua is a civil servant working in the Federal Ministry of Education, which pretence you knew to be false." The defendants pleaded not guilty to the charge. In view of their pleas, counsel for the EFCC, Elizabeth Alabi, urged the court to fix a date for trial and to remand the suspects in prison custody. But the defence counsel, M. M. Hirse, informed the court that he had pending applications for the bail of the defendants. Alabi, however, urged the court to refuse the application, adding that the accused persons "were once granted bail and they jumped it." However, Justice Adepoju opined that "the purpose of bail is to secure the attendance of the defendants in court. It is their constitutional right to be granted bail". The judge, therefore, granted each of the defendants bail in the sum of N5m with one surety each in like sum. The sureties must be civil servants not below salary grade level 10. The matter was adjourned till September 21, 2017 for hearing. Meanwhile, the defendants are to be remanded in EFCC custody pending the perfection of their bail conditions. The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, had revealed last December that the Efficiency Unit of the Federal Ministry of Finance created by the present administration was able to uncover 50,000 ghost workers and saved the nation of N13bn monthly during the year. According to the Presidential Initiative on Continuous Auditing on the nominal roll, 23, 846 ghost workers were discovered in Ministries, Departments and Agencies which do not fall under IPPIS while 522 were discovered in the Police Pensioners covered by Pension Transitional Arrangement Directorate.
